On these complaints I had the honour to report – it is unnecessary to repeat them here. I need only observe that the application of the proposed Ordinance is expressly confined to British Vessels proceeding from and to certain places specified in a schedule to the Ordinance, the voyages to which are declared to be within ... duration – (2) to British Ships on 15th March last and 7 July of last year, and the suggestions then submitted for modifying the British Law on certain points having been approved by the Secretary of State, the Governor of Hong Kong was instructed to give effect to them by Colonial legislation. The result is the present Draft Ordinance. –
4. The provisions of the measure are so fully detailed and explained in the report of the Attorney General, Honourable ... Bannerpote, that ... days proceeding from Hong Kong or from any port in China, or within 100 miles of the coast thereof, upon a voyage to any port to the Eastward of the 105th degrees of East Longitude declared to be a voyage not exceeding 30 days by Proclamation issued by the Governor of Hong Kong under the ... section of the Imperial Act – and (3) to ships of any nationality proceeding from Hong Kong upon any voyage comprised in the first two categories.
